NATIONAL AND INTERNATIONAL SECURITY OF THE REPUBLIC OF POLAND
Poland’s role in strengthening regional and global security: 21st century challenges

It is now more than three decades since the world came to believe in the 'end of history’ – a beautiful and desirable assumption after the Cold War period of fear and uncertainty. Poles began to adopt this perspective with the gradual political changes and accession to NATO and the EU. A consequence of this faith was the assumption that the 'peace dividend’ could begin to be paid and that international relations in Europe would be shaped in accordance with international law, including respect for its fundamental principles, such as respect for sovereign equality and the prohibition of interference in the internal affairs of other states. This belief has not been weakened by the war on terrorism. Although Poland was involved in the operations conducted in Iraq and Afghanistan, from a Polish perspective these operations were far, far from European calm and security.
Meanwhile, in the second decade of the 21st century, Poland’s security environment has become increasingly dynamic and turbulent, and more recently very hostile. The international order has been severely shaken in line with the announcements of Russia and China, thus two states challenging the existing international order (in Europe and Asia and the Pacific, respectively). The war in Ukraine provoked by the Russian Federation has triggered a multi-faceted crisis of regional and, in some areas, even global scope. The escalation of Russian aggression in Eastern Europe is destabilising national and international order and security. All areas of the functioning of states and societies are affected, with a particular focus on the political, economic and social. China’s aggressive policy also has its global consequences, including for the security of Poland and our region.
Thus, participants in the international community should intensify the security process and increase capacity and willingness to act, strengthen resilience and invest more and more effectively in common defence capabilities. This determines the democratic international community to review national and international systemic solutions that guarantee smooth functioning and development. This can be exemplified by the legislative changes taking place in the Republic of Poland in the areas of state defence, such as the enactment of the Homeland Defence Act, the procedure of the Civil Protection and State of Disaster Act, or the announcements of a significant strengthening (fortification) of our eastern border. The new legal solutions are to form the basis for thorough organisational and functional changes in the state security system. The changes in question include an increase in the size of the Polish Armed Forces (including the reconstitution of personnel reserves), the introduction of new states of the state’s operation (danger and alert), delegation of powers to introduce restrictions on civil rights and freedoms on the basis of regulations, expansion of the list of entities entitled to so-called mandate proceedings, etc.
The scientific community cannot and is not just a passive observer of the changes taking place. Within the framework of our University, in cooperation with other entities important for the scientific reflection on security, we have been organising regular conferences for more than 10 years, the aim of which is to project changes in the security environment, redefine the factors influencing state security, as well as to verify the currently binding legal and organisational solutions and to search for systemic solutions leading to an increase in the level of national and international security.
THEMATIC SCOPE OF THE PANELS
The organisers tentatively envisage the following thematic range of panels:
- Political dimension of national and international security;
- The military dimension of national and international security;
- Threats to security in the global and regional dimension;
- Changes in the administrative and legal area and their impact on the level of state security;
- Socio-cultural threats to national security;
- Threats in the sphere of information security and cyber security.
OBJECTIVES
The main objectives of the conference are related to the presentation of scientific research in the field of national and international security. We assume that these objectives are:
- To deepen knowledge and enrich scientific discourse related to changes in the in the security environment of Poland. Changing security determinants in our region is a clear rationale for conducting research in this area and to present their results.
- Formulating expert recommendations on the basis of the presented research is addressed both to security practitioners and to representatives of central and local government authorities.
We believe that the presented research results may constitute an important element constituting the basis for decision-making processes related to the related to the process of ensuring security.
Moreover, the objectives guiding the 11th edition of the conference are: to integrate the scientific community in the face of problems of the present and the future; to search for areas and topics of cooperation; to exchange research experiences; to stimulate interdisciplinary debate on the past, present and future complex security environment in the areas of: international, political, military, economic, socio-cultural and information security, conditioned by the changes in this environment in the last decade. The material effect will be the publication of speeches, publications and papers on the organiser’s website.
