National and International Approach to the Security of Poland– conclusions from the last decade
CONFERENCE OBJECTIVES:
The security environment has become increasingly dynamic over the past decade turbulent, and recently very hostile. The international order has been greatly shaken, so participants in the international community should take a huge step forward and increase our ability and willingness to act, strengthen our resilience, and invest more effectively in common defense capabilities. The war in Ukraine provoked by the Russian Federation has caused a multi-faceted regional crisis, and in some areas even global. The escalation of Russian aggression in Eastern Europe is destabilizing the national and international order and security. This applies to all areas of functioning of states and societies, with particular emphasis on political, economic and social ones. This determines the democratic international community to verify national and international systemic solutions that guarantee efficient functioning and development. An example of this may be legislative changes taking place in the Republic of Poland in the areas of state defense, such as the introduction the implementation of the Act on the Defense of the Homeland or the processing of the Act on Civil Protection and the State of Natural Disaster. The new legal solutions constitute the basis for carrying out organizational and functional changes in the state security system. The changes include increasing the number of the Polish Armed Forces (including the reconstruction of personnel reserves), introducing new states of functioning of the state (threats and emergency services), delegating powers to introduce restrictions on civil rights and liberties based on regulations, expanding the list of entities authorized to the so-called „mandate proceedings”, etc.
Therefore, according to the conference organizers, it seems reasonable to project changes in the security environment, redefine factors affecting state security in the last decade, as well as verify the currently applicable legal and organizational solutions and search for systemic solutions leading to an increase in the level of national and international security.
We are convinced that active participation in conference will contribute to giving it a high scientific level, and the results of this discussion will be able to be used in solving many important problems in the field of broadly understood security.
The goals of this conference also include:
- integration of the scientific community towards the problems of the present and the future;
- searching for areas and topics of cooperation;
- exchange of research experiences;
- stimulating an interdisciplinary debate on the past, present and future complex security environment in the areas of: international, political, military, economic, socio-cultural and information security, conditioned by changes taking place in this environment in the last decade.
This year’s Conference will cover the following thematic areas (agenda):
- Determinants of changes in the national security environment and international
The aim of the panel is to find answers to questions related to ensuring national and international security in the light of ongoing changes. The last decade has seen events challenging the security paradigm in force in Europe after the end of the Cold War. The „end of history” turned out to be only a strategic pause, which means the need to redefine the ways of ensuring national and international security. In this respect, the key element is to isolate the determinants of changes and determine their nature, scale and possible further development.
- The political and military dimension of national and international security
The aim of the panel is to find answers to questions related current political and military threats. The catalog of elements related to these areas includes both classic military threats (such as Russia’s aggression against Ukraine) and hybrid threats (such as attempts to destabilize the situation on the Polish-Belarusian border) as well as elements specific to the world of politics (e.g. issues related to condition of contemporary democracy).
- Changes in the economic environment and national and international security
The aim of the panel is to find answers to related questions, among others with the economic situation of the modern world. Therefore, these are questions about how long and to to what extent the economies of individual countries will be negatively affected by the effects of the pandemic and Russian aggression against Ukraine. Thus, the considerations will concern issues such as economic growth, inflation, and unemployment levels.
- Socio-cultural threats to national and international security
The aim of the panel is to find answers to questions related to how security (both national and international) is influenced by social and cultural factors. This extensive catalog includes, among others, the consequences of migration and the functioning of multicultural societies, the development and consequences of social programs, and issues related to pro-defense and civic education.
- Changes in the administrative and legal area and their impact on the level of state security
The aim of the panel is to find answers to questions related to adapting legal provisions to the opportunities, challenges and threats facing the modern state. In this respect, an important element is the analysis of the new Homeland Defense Act, together with the legal acts related to it. It is also an analysis of legal acts in terms of their adequacy to, for example hybrid threats or the security of critical infrastructure.
- Threats to regional and global security
The aim of the panel is to find answers to questions related to the future of globalization. Russian aggression against Ukraine has led to widespread discussions in the scientific community about whether globalization as we know it will survive. The subject of consideration is the possible gradual replacement of globalization with intensified regional cooperation, created on the basis of a political key (i.e. cooperation of countries with identical political systems).
- Information security and cybersecurity
The world is as people perceive it. An example of this is the information policy pursued by the Russian Federation. Limiting access to open and independent sources of information, using all available media to conduct convenient rhetoric, and using intrusive propaganda result in still high support for the Putin regime. In the global information age, millions of citizens of the Russian Federation believe in the government’s message and supports aggression against Ukraine. The aggressor convinced the nation that he was attacked and conducts a defensive operation. How can information influence the course of history?

Student panel:
The aim of the panel is to present the results of research explorations of young scientists- students conducting research on contemporary security.

Student debate
Two groups of students will conduct a discussion on modern security, guided by highly formalized rules (an example of which is, among others, the limited time for speaking). The aim of the debate is to present coherent and substantively refined arguments.
