Redefinition of state security in the context of changes in the strategic security environment
OBJECTIVES OF THE CONFERENCE:
The war in Ukraine caused by the Russian Federation has triggered a multifaceted crisis of regional and, in some areas, even global reach. Escalation of russian agression in eastern Europe has destabilised peace, as well as national security
and international security. This applies to all areas of functioning of states and societies, with particular emphasis on political, economic and social. This determines the democratic international community to verify national and international systemic solutions that guarantee efficient functioning and development. An example of this may be the legislative changes taking place in the Republic of Poland in the areas of state defence, such as the implementation of the Act on the Defence of the Homeland, or the procedure of the Act on Civil Protection and States of Natural Disaster. The new legal solutions are to become the foundation to undertaking major organizational and functional changes in the state security system. These changes include, among others, increasing the number of the Polish Armed Forces (including the restoration of personal reserves), introducing new states of state functioning (threat and alert), delegating powers to introduce restrictions on civil rights and freedoms on the basis of regulations, expanding the list of entities entitled to the so-called „mandate proceedings”, etc.
Therefore, according to the organizers of the conference, it seems reasonable to project changes in the security environment, redefine the factors affecting the security of the state, verify the currently applicable legal and organizational solutions and search for systemic solutions leading to an increase in the level of security.
We are convinced that your active participation in our conference will contribute to giving it a high scientific level, and the results of this discussion can be used in solving many important problems in the field of broadly understood security.
- Integration of the scientific community in the face of the problems of the present and the future;
- Searching for areas and topics of cooperation;
- Exchange of research experience;
- Stimulating an interdisciplinary debate on the contemporary and future complex security environment in the areas of: international, political, military, economic, socio-cultural and environmental security, conditioned by the changes caused by the political-military conflict in Ukraine.
Tegoroczna Konferencja obejmie następujące obszary tematyczne (agenda):
This year’s Conference will cover the following thematic areas (agenda):
- The impact of the political-military conflict in Ukraine on the security of the state
and region (main panel).
The aim of the panel is to find answers to questions related to the likely development of the political-military conflict and its possible transfer outside Ukraine. Are we at risk of escalation and, if so, to what extent? Will Russia admit that it is at war, and if so, is NATO already a party to the war? What impact could this have on the security of Poland and the region? Is there a threat of non-kinetic attacks?
- The political-military dimension of national and international security (panel 1.).
The war in Ukraine has verified the state of the army of the Russian Federation, which has so far been perceived by experts as the second military power of the world. The Ukrainian experience shows the need for a systemic approach to conducting possible military operations. This applies both to the preparation of personnel reserves, ensuring the smooth functioning of logistics processes, functioning in the information sphere, as well as investing in modern weapons.
- Changes in the economic environment in reference to state security (panel 2.).
Despite the seemingly local character, the Russian-Ukrainian war affects world economies. The energy crisis in Europe, large fluctuations in financial markets, the threat of food problems are just a few economic problems that directly affect the level of security of countries, including those outside the region. So, are we in danger of a global economic crisis?
- Socio-cultural threats to national security (panel 3.).
Political and military crises, climate change, mass migration movements, demographic decline in the countries of Old Europe, the renewal of separatist movements, the seizure of power by radical political parties, are we in danger of a socio-cultural crisis? Do we perceive new threats, and do we know how to prevent them?
- Changes in the administrative and legal area and their impact on the level of state security – (panel 4.)
Practice has shown that there is no one good solution when it comes to broadly understood state security. In the face of new (old) threats, current systemic solutions may not be sufficient. One of the reasons may be inadequate legal solutions. The aim of the panel is to present selected administrative and legal changes and their possible impact on the functioning of the state(s) in the face of anticipated threats.
- Security threats in a global dimenstion (panel 5.)
Started in February this year by the authorities of the Russian Federation, the conflict in Ukraine has cast a long shadow on security considerations in the national and
international aspects. The escalation of violence and the brutality of warfare meant that the idea of the existing security structure in Europe, built painstakingly for many decades, was ruined. The hybridity of the conflict in Ukraine caused that the aggressor party is able to create situations in which the international community was forced to counteract the effects of the crises caused by the ongoing conflict in Ukraine in its various phases in various fields. In practice, it turned out that the authorities of the Russian Federation are able to use the existing global problems to effectively achieve their goals and will not hesitate to destabilize other regions of the world, regardless of the humanitarian expense of their actions and contrary to previously signed declarations and international agreements. Considering the above, it seems reasonable to reflect on selected global problems and trends characterizing them from the point of view of the third decade of the 21st century. through the prism of such issues as: proliferation of weapons of mass destruction, international terrorism, armed conflicts, progress in the field of military technologies or access to energy.
- Information and its impact on state security (panel 6 – student).
The world is as people perceive it is. An example of this is the information policy pursued by the Russian Federation. Limiting access to open and independent sources of information, using all available media to conduct rhetoric convenient for them, and using intrusive propaganda result in still strong support for Putin’s regime. In the era of the global village, millions of citizens of the Russian Federation believe in the government’s message and support the aggression against Ukraine. The aggressor persuaded the nation that they had been attacked and was conducting a defensive operation. How can information influence the course of history?
